The International Trade Union Confederation (ITUC) is the global voice of the world’s working people.

The ITUC’s primary mission is the promotion and defence of workers’ rights and interests, through international cooperation between trade unions, global campaigning and advocacy within the major global institutions.

Its main areas of activity include the following: trade union and human rights; economy, society and the workplace; equality and non-discrimination; and international solidarity.

The ITUC adheres to the principles of trade union democracy and independence. It is governed by four-yearly world congresses, a General Council and an Executive Bureau.

The ITUC regional organisations are the Asia-Pacific Regional Organisation (ITUC-AP), the African Regional Organisation (ITUC-AF) and the American Regional Organisation (TUCA). It cooperates with the European Trade Union Confederation, including through the Pan-European Regional Council.

The ITUC has close relations with the Global Union Federations and the Trade Union Advisory Committee to the OECD (TUAC). It works closely with the International Labour Organisation and with several other UN Specialised Agencies.

Departments

Since the 33rd meeting of the General Council (Brussels, 12 – 14 December 2023), the Global Organising Academy has been reorganised into the Campaigns and Organising Department, which coordinates and delivers cross-sector and transversal policy and organising campaign support to national affiliates, Regional Organisations, and Global Union Federations. It tracks and guides the activities of the organisation into cohesive global campaign activities.

The Communications Department shapes the ITUC’s public profile and ensures its messages, policies, activities, and campaigns are effectively communicated to affiliates and a global audience. It works in close cooperation with the ITUC elected officials and departments. It is responsible for coordinating the production of documents for ITUC Governing Bodies and Congress, and for official communications with affiliates from the General Secretary.

The ITUC seeks to increase intergovernmental cooperation to ensure that the social dimension of globalisation, including decent work and fundamental workers’ rights, is right at the centre of decision-making at world’s major global and regional institutions.

The ITUC also works with its Global Unions partners to promote effective rules governing the behaviour of private business. We seek to achieve international frameworks for social dialogue and collective bargaining, and systems of corporate governance that hold management accountable for the social impact of business activities.

A major focus of ITUC work is to ensure full and universal respect for the Fundamental Workers’ Rights of the ILO, which guarantee the right to organise in a trade union, the right to collective bargaining, protection from discrimination, and the elimination of child labour and forced labour.

Workers’ demands for universal justice, equality, inclusion and social progress must be at the core of key global multilateral agendas. The Equality department works to promote these demands globally at the United Nations, to advance the implementation of the Sustainable Development Goals (SDGs), to foster rights-based labour migration governance, to promote gender equality, to accelerate the integration of women and young people in the world of work, and to fight discrimination at the workplace and in the society.

The Finance Department ensures the financial stability, transparency, and effective resource management of the organisation.

The department develops and implements HR policies, provides personnel services and oversees staff administration. It handles the recruitment, onboarding and off-boarding processes. Additionally, it develops and implements staff health and safety policies and procedures, coordinates training and development programmes, and manages the payroll system for ITUC staff.

It also serves as the primary point of contact for all external donors, focusing on attracting, securing and managing donor funding to support the organisation’s objectives. It oversees and coordinates various donor-funded initiatives and activities in collaboration with different departments.

Together with the Finance Department, it is tasked with developing a strategic plan for future years, based on assumed donor funds, and must be adaptable in the event of funds being stopped or reduced — a situation that, unfortunately, is currently affecting some of the trade union solidarity support organisations’ funding.

The Just Transition Centre provides concrete support to ITUC affiliates through capacity building, peer-to-peer learning and documenting best practice. The aim is to ensure that workers transitioning to new sectors or roles have access to necessary skills training, social protection and safety measures.

The department coordinates and provides international solidarity support to affiliates, assists affiliates and their members with the necessary legal tools to defend their rights at the national, regional and international levels. It advances and defends workers’ rights in international labour governance institutions and organisations whose activities impact the realisation of workers’ rights and interest.
