In 2007, the trade unions of the ITUC-Africa and the ETUC welcomed the agreement by the heads of state and the governments of both continents on the principle of a Joint EU-Africa Strategy reflecting the needs and aspirations of the peoples of Europe and Africa. This was solemnly declared and recorded in a document at their first joint trade union summit, held in October 2007 in Lisbon. This document was subsequently sent to the Summit of European Union and African Union heads of state, held in December 2007, also in Lisbon.
