Positive evaluation of the Belgian Joint Strategic Frame on Decent Work

The Belgian Government’s Special Evaluation Service acknowledges the added value of the Development Cooperation Joint Strategic Frame on Decent work that trade unions and non-governmental actors have undertaken during the period 2017-2020.

In the frame of the 2016 engagement between the Belgian Government and non-governmental cooperation actors, including trade unions, on the future of Belgian Development Cooperation, a series of Joint Strategic Frames (JSF) were established. These JSF allowed actors to set common strategic goals and work together within a country or around a theme.

For the period 2017-2021, only one JSF was formulated around a theme. It was the one on Decent Work, set up by the three Belgian trade unions (ACV-CSC, ABVV-FGTB and ACLVB-CGSLB); the Christian mutual insurance (CM/MC); the socialist
mutual insurance–(Solidaris) and the NGOs’, WSM, FOS, SOLSOC and Oxfam.

The Special Evaluation Service of the Belgium Government scheduled an external evaluation of this JSF for the year 2020 both because of the uniqueness of the JSF and because Decent Work also was a priority theme for the Belgian Development Cooperation.

The outcome of the evaluation was very positive. It confirmed the relevance, effectiveness, coherence, and efficiency of the thematic approach of the JSF Decent Work, and noted that:

  • Starting from existing legislative and international frame of reference, the JSF makes a difference through its global approach across national borders, which is based on a single common vision of Decent Work.
  • Coordination of various activities, consultations, and other initiatives between the JSF Decent Work actors and other Belgian actors made a more effective connection possible. This has resulted in more visibility and awareness of the theme of Decent Work.
  • The JSF enables the actors to work at different levels - local, national, regional, continental, and international, which increases the coherence between all the different levels within the JSF.

“We are very happy with the outcome of the evaluation. It really confirms that this work is important and valued. We know that this result will also be taken into account in the discussions on the revision and update of this Frame for the period 2022-2026.
