The conference heard from Homi Kharas, the author of the HLP report, who said that his job was to reflect the views of the HLP members. The conference participants challenged him to produce a report that truly reflects a bold, visionary and transformative framework.
Whist some of the thematic groups supported decent work and social protection as providing a transformative approach to development, a document was developed raising concerns as “Red Flags” covering eight issues that must be addressed if civil society is to support the panel’s efforts to frame a new global sustainable development agenda. Many civil society organisations expressed concern about the direction the High Level Panel may take with regards to the roles of government, business and multilateral institutions and called for mechanisms of accountability to be created, strengthened and implemented for all.
