Trade Union reactions to Zero Draft of the Second High-Level Meeting of the Global Partnership for Effective Development Co-operation

The Second High-Level Meeting (HLM2) of the Global Partnership on Effective Development Cooperation (GPEDC): Towards Inclusive and Accelerated Implementation of the 2030 Agenda, will be held in Nairobi from the 28th of November to the 1st of December 2016. The Zero Draft (ZD) will frame the negotiation discussions at the event itself. Trade Unions give their input on the current document.

The Trade Union reaction to HLM2 Zero Draft Document highlights the need to reframe the role of the GPEDC by reaffirming its core focus of assuring the effectiveness of development cooperation. This will allow for further precision in the setting of this role within the broader landscape: namely the Agenda 2030 and the Addis Ababa Action Agenda.

The commitment to the Human Rights Based Approach has been a pillar of previous declarations and continues to be of utmost relevance. As such, there is a need to restate this commitment. In this perspective, there is a need to assess the tools used to engage the private sector in its role as a job provider in particular. Decent work should be highlighted by the Zero Draft as the framework within which to guarantee a positive involvement of the private sector.

As a highly visible and relevant example of multi-stakeholder dialogue itself, the GPEDC must promote this approach at other levels too. Social dialogue is both an example of this and a vehicle for promoting inclusive and sustainable models of growth. As such, it bears huge relevance to this platform and plays an important role which deserves to be highlighted in the Zero Draft.
