Policies Placing Social Protection at the Heart of the
Development Agenda
At the
upcoming European Development Days (Brussels, October 16-17th) ITUC and the
French Ministry of Foreign and European Affairs will host a high level event
on the place of social protection in the development agenda. The event will
feature a number of high-level speakers, including ITUC Secretary General Ms
Sharan Burrow and the European Commissioner for Development Mr Andris Piebalgs. Policies ITUC and ETUC respond to the EC consultations on
the post-2015 framework
In
answer to the consultation on the post-2015 development framework, carried
out by the Development and Cooperation – EuropeAid
DG of the European Commission, ITUC and ETUC advocate a strong focus on full
employment and decent work for all, as well as on universal social
protection. The submission outlines the trade union perspective on the strong
and weak points of the Millennium Development Goals as well as the possible
shape of the future framework. Policies EC releases a communication on social protection
in development
In the
end of August the European Commission published the Communication on Social Protection
in European Union Development Cooperation. The document offers a useful
perspective on the role and implementation of social protection in
development policies and work. Trade unions particularly welcome the support
for the Social Protection Floors approach (including the ILO Convention 102
and the newly adopted ILO Recommendation 202 concerning National Floors of
Social Protection) as well as the recognition of the role of social partners,
decent work and labour standards. News from the network Seminar on
South-South Cooperation and the TUCA Cooperation meeting
Two
seminars were held in Florianapolis (Brazil)
between the 27-30 August where USO-Sotermun was represented by brother Santiago González.
One of the seminars on Triangular and South-South Cooperation was organised
by the ITUC Trade Union Development Cooperation Network (TUDCN). The other
was a Trade Union Confederation of the Americas (TUCA) meeting on

Second phase of the trade union programme of action
In
mid-September 2012 the second phase in the TUCA/ITUC special programme of
action on Haiti will start. Kattia Paredes Moreno will coordinate it on behalf of TUCA/TUCA. News from the network Dutch Ministry of Foreign Affairs approves new
Trade Union Co-financing Programme 2013-2016
The end
of August brought good news from the Dutch Ministry of Foreign Affairs for
FNV and CNV. In June 2012 both trade unions submitted a proposal for their
new programmes to the Dutch Ministry. The evaluation process took all summer
and in the last week of August both organisations received a positive
feedback from the Ministry that approved the two programmes. A total amount
of €49 million is available for FNV’s and CNV’s activities in developing
countries. The new programmes will have a four year
duration and start in January 2013. News from the network LO and Carlsberg join forces to improve
conditions for beer promoters in Cambodia
The
Danish Confederation of Trade Unions (LO) and the Carlsberg group have joined
forces in a unique partnership to improve conditions for women sales
promoters in Cambodia who have been exposed to harassment and abuse from

development model able to combine economic growth, environmental

ISCOS CISL under the project "Decent Work for all!" Realized with

developing a new Resource for CSO Development Effectiveness
To
further support country level implementation and strategic planning around
the Istanbul Principles and the enabling environment, Open Forum is
developing a Practitioners Activity Guide.
The aim of this new resource is to train CSO practitioners to transmit
the concepts and collective experience behind the International Framework and the accompanying Toolkits, and
to help CSOs take those first conceptual and planning steps on the path to
improving their effectiveness. At present, the Practitioners Activity Guide
is in its pilot testing phase. Between August and October 2012, one testing
workshop is planned in each of the following regions: Africa, Asia, Latin
America, MENA, North America and Europe. Based on the inputs from these consultations,
a finalized version of the Practitioners Activity Guide will be completed by
