Focus: 4th High Level Forum on Aid Effectiveness
Development community embraces Decent Work at Busan Conference

 

Decent Work has been included in the international development effectiveness agenda for the first time, following strong representations from the international trade union movement at the 4th High Level Forum on Aid Effectiveness (HLF4) in Busan, Korea this week. Concerns remain, however, about the risks arising from the way the conclusions of the Forum deal with the role of the private sector in development cooperation.

Busan Partnership for Effective Development Cooperation

 

4th High Level Forum on Aid Effectiveness in Busan finished on December 1st with the presentation of the outcome document: the Busan Partnership for Effective Development Cooperation. The document has been endorsed by over 80 countries and organisations, including the emerging donors – China, India and Brazil. For the first time in the history of the High Level Fora civil society representatives took part in drafting of the final declaration.

Trade union statement in response to the Busan Partnership

 

During the last TUDCN General Meeting held in Florence on 12-14 December, a detailed response to the Busan Partnership and HLF4 was developed, highlighting the successes but also the shortcomings of the process as well as the final document.

BetterAid reacts to the Busan Partnership

 

Welcoming the text of the Busan Partnership and progress made on certain issues, BetterAid expressed regret that the agreement did not include binding commitments or specific pledges to help women and the most fragile states.

ITUC takes floor on Rights-based approaches

 

During the official HLF4 session on Rights-based approaches (RBA) in development, ITUC Deputy Secretary General, Wellington Chibebe spoke on the importance of RBA for sustainable and inclusive development as well as the trade union understanding of this approach.

Social dialogue in East Africa – sharing experiences at HLF4

 

Caroline Khamati Mugalla (EATUC), Henrik Als (LO-FTF) and Wellington Chibebe (ITUC) shared their experiences and perspectives on the role of social dialogue in development cooperation during a debate organized within the Knowledge and Innovation Space at HLF4. In the opening words Jürgen Schwettmann (PARDEW, ILO) welcomed the work of EATUC and stressed the importance of social dialogue for a sustainable, inclusive development.

Civil society voices for BetterAid

 

Paola Simonetti (ITUC) spoke at the Knowledge and Innovation Space debate organised by BetterAid, presenting the global process that united civil society around the world in the run up to the 4th High Level Forum on Aid Effectiveness. ITUC has been an active member of the BetterAid platform, as well as the partner Open Forum for CSO Development Effectiveness.

Development for a Decent World – trade unions at the Busan Civil Society Forum

 

The trade union delegation, accounting for a tenth of all participants, has well marked their presence both during the forum and in the final declaration. Busan Civil Society Forum, uniting over 500 representatives of civil society organisations from all around the world, finished with the proclamation of the Civil Society Statement to the 4th High Level Forum on Aid Effectiveness.

Korean trade unions at the opening of BCSF

 

Mr. Young-hoon Kim, the president of KCTU and Mr. Kim Dong Man, the vice-president of FKTU addressed the civil society organisations gathered at the opening ceremony of the Busan Civil Society Forum, alongside with the chairs of BetterAid and Open Forum as well as KoFID, the hosts of BCSF. In their addresses, the Korean trade unions stressed to the importance of social dialogue as well as civil society’s role in development cooperation.
